Yes. If issued in the UAE, it must be notarized locally. If issued abroad, it must be notarized in the home country, legalized by the UAE Embassy there, and attested by the UAE Ministry of Foreign Affairs. A certified Arabic translation is also required if the original is not in Arabic.
